Program Overview

RIVA Solutions supports the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort enhances the security, reliability, and efficiency of NTIA’s infrastructure—driving broadband expansion, data-driven policymaking, and secure communications through modern digital tools aligned with federal standards.

Position Overview

RIVA Solutions is seeking an Enterprise Solutions Architect (Azure/Windows) to provide both technical leadership and hands-on execution across O&M and modernization efforts supporting the NTIA ISCOM program. This individual will lead a team responsible for sustaining and modernizing mission-critical infrastructure while remaining directly engaged in system administration, troubleshooting, and implementation work.

The ideal candidate combines deep technical expertise in Microsoft Azure and Windows environments with leadership capability to guide modernization initiatives, mentor engineers, and ensure operational excellence. This role requires proactive ownership—balancing architectural vision with practical execution to deliver secure, scalable, and compliant enterprise solutions.

Responsibilities

  • Lead the technical operations and modernization of NTIA’s Azure and Windows infrastructure environments.
  • Serve as a hands-on technical lead, resolving escalated incidents, performing system maintenance, and driving issues to closure within established SLAs.
  • Oversee design and deployment of infrastructure solutions that support enterprise modernization and mission continuity.
  • Manage daily O&M activities including system patching, configuration management, Active Directory administration, firewall and VPN requests, and network troubleshooting.
  • Implement and enforce ITSM processes across incident, service request, and problem management queues.
  • Ensure system reliability, availability, and maintainability objectives are met through continuous service improvement and automation.
  • Support Azure cloud strategy, zero-trust adoption, and cybersecurity integration with compliance to FISMA, NIST, and Department of Commerce guidelines.
  • Guide root-cause analysis and preventive maintenance measures to reduce recurring incidents.
  • Produce and maintain documentation such as architecture diagrams, SOPs, configuration baselines, and operational playbooks.
  • Mentor and develop team members by providing technical guidance, process direction, and performance feedback.
  • Collaborate with government stakeholders, vendors, and leadership teams to ensure operational transparency and alignment to mission goals.
  • Evaluate and recommend emerging technologies and modernization paths that strengthen NTIA’s infrastructure posture.

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or related field.
  • Minimum 8 years of experience in Cloud Engineering and Cybersecurity.
  • Microsoft Azure certifications highly preferred (AZ-104 and/or AZ-900).
  • Hands-on Microsoft Windows Server administration experience (MCSA or equivalent).
  • Active Secret Clearance (required).
  • Demonstrated experience maintaining mission-critical production IT services in a federal environment.
  • Proven experience with Microsoft Azure modernization and cybersecurity integration strategies.
  • Experience leading teams in O&M and IT service delivery environments with ticket queue management and performance oversight.
  • Must work onsite at DOC HQ (1401 Constitution Ave NW, Washington, DC). Remote work not optional except for weather-related closures.

Highly Preferred Qualifications

  • Experience supporting Department of Commerce systems or programs.
  • Experience leading federal enterprise O&M teams with customer-facing responsibilities.
  • Familiarity with technologies including:
    • Microsoft BigFix (endpoint and patch management)
    • Virtual Servers and VDI in Azure
    • Microsoft Intune (endpoint security and compliance)
    • Microsoft Exchange and mailbox migrations
    • Network engineering concepts (VLANs, firewalls, routing)
  • Ability to lead and coordinate a geographically distributed team (DC and Colorado).

Salary

Up to $180,000, depending on experience
