Senior Technical Recruiter (Contract)
Location: Remote
Terms: Full-time, 40 hours per week. Approximate 3–6-month contract with possible extension and contract-to-hire potential depending on business needs and performance.
Hourly Range: $60-$80/hr 1099 DOE
Clearance: No clearance requirement
Travel: 0-10%
Position Description
Revolutional is seeking a Senior Technical Recruiter to support hiring across all 4 of our business units: Civilian Services, National Security and Defense, Health, and The Department of Veterans Affairs. This role will focus on sourcing, recruiting, and closing highly qualified professionals supporting federal contracts, proposals, and strategic growth initiatives.
This is a hands-on recruiting role for someone who understands the unique challenges of the GovCon market, including technical recruiting, proposal staffing and incumbent research, cleared (TS/SCI) recruiting, and pipeline development in highly competitive talent environments.
The ideal candidate brings an established network of technology professionals, experience supporting federal customers, and a proven ability to deliver talent for both funded programs and proposal efforts under compressed timelines.
This is a contract position with the potential to convert to a full-time employee based on business needs and performance.
What You Will Own:
- Full-cycle recruiting for technical and cleared positions
- Proposal recruiting and contingent staffing efforts
- Candidate pipeline development across strategic skill areas
- Talent market intelligence and competitive sourcing strategies
- Hiring manager partnership and recruiting process execution
- Candidate experience and recruiting lifecycle management
Responsibilities
- Lead full-cycle recruiting efforts for technical, cybersecurity, cloud, AI/ML, data, engineering, and program management positions
- Source and engage passive candidates using LinkedIn Recruiter, job boards, referrals, networking, and direct outreach
- Build and maintain pipelines of cleared and uncleared federal technology professionals
- Support proposal recruiting efforts by identifying and qualifying candidates for contingent opportunities
- Recruit candidates supporting federal customers requiring Public Trust, Secret, and Top-Secret clearances
- Partner closely with hiring managers to define recruiting strategies and hiring priorities
- Conduct candidate screening, qualification, and interview coordination activities
- Manage candidate communications throughout the recruiting lifecycle
- Track recruiting activity and pipeline metrics within ATS and CRM platforms
- Support recruiting process improvements, talent branding, and sourcing strategy initiatives
- Develop and maintain relationships within the federal technology and cleared talent communities
What You Bring (Requirements)
Baseline Requirements
- 8-10+ years of experience in federal government contracting recruiting
- Proven experience recruiting technical talent within the GovCon market
- Experience supporting proposal recruiting and contingent staffing efforts
- Experience recruiting candidates with Public Trust, Secret, and/or Top-Secret clearances
- Experience managing full-cycle recruiting activities from sourcing through offer acceptance
- Ability to work independently in a fast-paced, delivery-focused environment
Technical Capabilities
- Strong sourcing expertise using LinkedIn Recruiter and other recruiting platforms
- Experience recruiting for cloud, cybersecurity, software engineering, data, AI/ML, infrastructure, and program management roles
- Experience building passive candidate pipelines and talent communities
- Experience supporting rapid-response proposal staffing requirements
- Familiarity with federal contract labor categories and qualification requirements
- Experience utilizing applicant tracking systems (ATS) and CRM platforms
