Program Overview

RIVA Solutions supports the National Oceanic and Atmospheric Administration (NOAA) under the NOAA Enterprise IT Services (NEITS) contract, delivering mission-critical enterprise IT, telecommunications, and network services that enable NOAA’s operational and scientific mission nationwide.

The NEITS program supports enterprise infrastructure operations, telecommunications systems, and secure network services connecting research facilities, mission centers, and data environments across the country. Successful execution of this program requires disciplined contract administration, financial oversight, and governance to ensure compliance, cost control, and operational continuity within a complex federal IT environment.

Position Overview

RIVA Solutions is seeking Systems Administration specialists to provide technical engineering and operations support to the National Oceanic and Atmospheric Administration (NOAA) under the NEITS program. This role directly supports NOAA’s N-Wave mission—an enterprise high-performance network connecting research centers, observational platforms, and mission operations across the nation.

This role supports program analysts, program managers, and telecommunications/network engineering teams. The selected candidate will demonstrate ability to combine network knowledge with hands-on technical skills to support both projects and O&M tasks. Successful applicants are expected to possess foundational-to-intermediate technical understanding of systems administration and network engineering concepts, configure products, troubleshoot issues, and support business operations improvements.

This position is ideal for someone already knowledgeable and familiar with the NEITS N-Wave project, comfortable working on a technical engineering team while being self-starter to execute operational tasks with only moderate supervision.

Core Responsibilities

  • Add returned equipment back into physical inventory. Ensure accuracy of information entered in the Sunflower Asset Management system and it is synchronized with logistics databases.
  • Complete shipping, lab and general installations, and other tickets, as assigned, within defined service levels.
  • Maintain clean, usable, safe staging lab area and logistics room. As needed, expand and reduce footprint of staging areas.
  • Install servers and other lab equipment as part of modernization and/or periodic upgrades, producing all required supporting documentation such as install guides, test plans, as-built design documents, standard operating procedures, etc.
  • Troubleshoot issues and help find solutions to systems and equipment.
  • Sustain technical skills, such as network knowledge, AI, cloud migration, etc. through training.
  • Support Smartsheet tools and automation projects.
  • Analyze business processes in collaboration with N-Wave team members in Business Operations, Security Operations, Enterprise Network Trasport, and Engagement & Outreach teams.
  • Develop, implement, test, and assess improvements to business operations, such as enhancing user onboarding processes.
  • Resolve end-user issues, such as CAC compatibility, evaluating new CAC readers for fleet.
  • Support, as needed, other asset management efforts related to End-of-Life (EOL), Out-of-Band (OOB), and One-Way Active Measurement Protocol (OWAMP) projects.
  • Work collaboratively with NWave Business and Logistics teams to improve intake, processing, and reporting functions and ongoing space planning.
  • Work to completion assigned logistics-based tickets.
  • Maintain onsite inventory of all hardware in Boulder, CO.
  • Synchronize information contained in the Sunflower Asset Management system and the Logistics databases. Keep Logistics equipment inventory/databases current.
  • Prepare for and process the receipt of incoming equipment deliveries and outgoing shipments, ensuring chain of custody is maintained and documents/records are accurate.
  • Perform monthly e-waste runs, supporting the recycling of devices and documenting non-accountable devices.
  • Perform annual DOC inventory exercises with scope of 1600+ devices across multiple sites
  • Coordinate the return of EOL hardware from other sites.
  • Plan for 2nd inventory trip to DC for HCHB project
  • Support Business Operations personnel with input required to sustain financial oversight, including Smartsheet processes

Minimum Qualifications

  • Bachelor’s Degree in Information Technology, Business Management, or a related field
  • Minimum of 4 years of systems administration and/or asset management and logistics experience, including supporting Tier 2/Tier 3 IT Service Desk operations in a federal or enterprise environment
  • Knowledge of telecommunications, electronics, networking, and systems assets.
  • Strong communication, customer service, and problem-solving skills

Preferred Qualifications

  • Certifications are not a substitute for experience but are highly desired (e.g., CompTIA A+, Security+, Network+, ITIL).
  • Experience supporting NOAA, N-Wave, or other mission-driven federal science or research organizations.
  • Understanding of federal acquisition lifecycle processes and documentation standards.
  • Experience working within federal IT environments with strict compliance and cybersecurity requirements
  • Strong written and verbal communication skills
  • Demonstrated initiative, time management skills, and ability to solve complex IT challenges independently
  • Experience prioritizing tasks and reporting progress within structured operational environments

Salary

Salary: Up to $100,000 depending on experience
